Project description:
Challenge: Administrative Service Centers (ASCs) in rural areas and small towns, despite the high demand for public services, had long remained neglected, lacking both modern buildings and technological solutions. While big cities saw new centers, small communities were left with outdated facilities lacking proper conditions. The goal was to build a modern center in a small town — comfortable for visitors and staff, and resilient even in times of crisis.
Solution: In the town of Snovsk, Chernihiv region, the organization built a modern modular Diia.Center. Its purpose is not only to provide the community with a convenient, inclusive, and energy-independent space but also to create a universal model for replication. The center includes a front and back office, an access control system, modern furniture, and a self-service area. It is a safe space for people and a comfortable work environment for administrators.
Result: The team regularly presents the Diia.Center as a model of a modern ASC to local authorities, CDTOs, and ASC representatives. For example, at the Effective ASC Forum (2024; with 170 participants) and the ASCs of Dnipropetrovsk Region Forum (2025; with over 150 participants). In January 2025, the Ministry of Digital Transformation visited and highly praised the project. Diia.Center became a best-practice example showing how communities can implement sustainable and innovative services.
