Project description:

Challenge: Jordan’s public sector faces persistent challenges in transparency, efficiency, and coordination across ministries. Fragmented governance structures and limited institutional capacity have slowed the implementation of the national Public Sector Modernization Roadmap. The project addresses these systemic gaps by identifying reform priorities and designing future financial cooperation interventions to strengthen good governance and administrative effectiveness.

Solution: BK Plus Europe, funded by KfW, conducted an evidence-based scoping study that engaged key Jordanian institutions and donors. Through data analysis, consultations, and feasibility assessments, the project identified priority reform areas and designed practical, financeable project concepts. This collaborative approach aligned national reform goals with donor priorities, ensuring ownership, sustainability, and measurable improvements in governance systems.

Result: The project delivered a comprehensive roadmap for future financial cooperation in Jordan’s governance sector, including four fully developed project concepts and detailed feasibility analyses. It strengthened coordination among ministries and donors, enhanced reform ownership, and provided KfW and the Government of Jordan with actionable, investment-ready interventions to advance transparency, efficiency, and institutional resilience.
