Challenge: Before 2017, Ukraine’s electricity market was state-controlled, lacking transparency and alignment with European standards. Reform demanded not only new laws but a digital infrastructure to enable real-time, competitive market operations. By 2019, under the grid operator Ukrenergo, the market had been liberalized; however, cyber threats and the war in 2022 made resilience critical. As servers were bombarded and grids attacked, the challenge became ensuring uninterrupted power and proving that digital transformation could sustain a nation.

Solution: To meet these challenges, partners developed a cloud-based Market Management System (MMS) that enables real-time balancing, settlement, and market monitoring. Integrating ENTSO-E (European) grid standards, it operates securely in both peace and wartime. With modular tools for auctions, financial settlement, communication, and reporting, the system continually evolves, combining innovation and collaboration to ensure energy stability and national resilience.

Result: Since launch, the MMS has transformed Ukraine’s electricity market into a secure, transparent, and resilient system. Monitoring over 1,500 grid nodes with 99.9% uptime, it has maintained uninterrupted service even during wartime. Outage response times decreased by 40%, settlements were automated, and ENTSO-E-aligned reporting helped build market trust. Scalable and replicable, the MMS demonstrates that digital innovation can sustain energy and economic resilience during crises.
