Energy Master Plans for Mykolaiv and Kharkiv

Project description:

Challenge: Both Mykolaiv and Kharkiv confront acute energy infrastructure challenges driven by wartime destruction, outdated technologies, and dependence on fossil fuels. In Mykolaiv, damage has created an urgent need for integrated recovery efforts addressing energy supply and efficiency across multiple sectors. In Kharkiv, the district heating network, already inefficient and reliant on centralized, fossil-based generation, has suffered severe damage, leaving the population vulnerable to disruptions. 

Solution: BASE is preparing integrated energy master plans for both cities, combining data-driven assessments, infrastructure mapping, energy demand analysis, innovative business models, and inclusive stakeholder engagement to guide investment toward renewable, efficient, and resilient energy systems to support long-term sustainability and resilient energy systems.

Result: The master plans will strengthen the cities’ energy efficiency, sustainability, and resilience while improving their readiness to attract investment. They will outline clear, citywide pathways to modernize infrastructure, cut emissions, and mobilize public–private financing in line with Ukraine’s green recovery and climate commitments.
