When this project was implemented in 2019, Ukraine was still a part of the Russian power system. Ukraine had a longstanding political desire to disconnect from this system and connect and synchronize with the European ENTSO-E grid. A new competitive Ukrainian wholesale market was required to gain EU support and achieve this strategic goal. Ukraine, supported by the World Bank, commissioned Navitasoft to deliver a Market Management System to build this new competitive and transparent wholesale market.

Navitasoft developed an electricity Market Management System, delivering Ukrenergo the capabilities required to comply with ENTSO-E standards. Most of the project was done online; after February 2022, it was online only, with some on-site meetings in Budapest with Ukrenergo’s team. Physical and cybersecurity are critical, so the server infrastructure and software use the latest technologies. Georedundancy and hybrid cloud/physical setup are in place, along with many other confidential architectures and methods.

The project was successfully finalized in 2023 and has operated securely and efficiently throughout. During the ongoing degradation of the Ukrainian power supply by Russian military action, the Navitasoft solution has been an essential tool in Ukrenergo’s delivery of a stable and secure electricity grid. Ukraine has demonstrated its ability to operate in island mode in the most extreme circumstances.
